构建资源节约型与环境友好型社会是党中央在新时期所提出的新举措,是落实科学发展观、构建和谐社会的内在要求。本文从生态伦理学的角度探析构建资源节约型和环境友好型社会的理论基础、伦理意义及其与科学发展观的内在契合点,具有较强的现实意义。
The construction of resource-saving and environment-friendly society is a new measure put forward by the Central Committee of the Communist Party of China in the new era. It is the internal requirement of implementing the scientific development concept and constructing a harmonious society. From the Angle of ecological ethics, this paper analyzes the theoretical basis, ethical significance and the inner point of conformity with the scientific development view of constructing resource-saving and environment-friendly society, which has strong practical significance.

从改革开放以来,我国城市化的速度势如破竹,一路高歌猛进,大量的人涌入城市,带来的是住房需求的增加,城市建房必然会占用土地,致使土地数量急剧下降,同时工业的发展也对土地的质量产生进一步影响,对此,为平衡发展与保护的关系,国家采取了一系列措施,进一步出台和完善了一些法规,对于土地的保护起到了一定的作用,但是依旧存在一些问题亟需解决。本文结合当下背景,对我国土地保护的现状进行了探究,然后给出了一些建议,希望能够帮助我国进一步完善土地保护措施。
Since the reform and opening up, the urbanization speed of our country has been advancing rapidly and by all the means, a large number of people are crowding into the city, which will bring about an increase in housing demand. The urban housing will inevitably occupy land and cause the quantity of land to decrease sharply while the development of industry also further affects the quality of the land. In this regard, in order to balance the relationship between development and protection, the state has taken a series of measures. Some laws and regulations have been further introduced and improved, which have played a certain role in land protection, but there are still some problems that need to be solved urgently. This paper explores the current situation of land protection and then gives some suggestions. It hopes to help our country further perfect land protection.

本文介绍一种新型的数能一体化无线通信网络,它将传统的无线网络中相互独立的无线信息传输和无线能量传输融合起来,实现数据和能量的协作同传。传统的无线携能通信侧重在物理层进行,本文所提出的数能一体化网络则强调系统性,在网络各层设计并实现相应的协议和资源分配。与其他再生能源如风能太阳能等不同,数能一体化网络 DEINs 中的能量源,即基站的射频(RF)信号,不受自然环境的影响,而且完全可控。数能一体化网络在解决无线通信系统的能效问题、实现无线通信的节能减排方面具有巨大的潜力。本文从两个方面阐 述所提出的数能一体化网络:能量和网络。在能量方面,本文介绍并分析了数能一体化网络的能量编码、能量模型、能量管理等。在数据网络方面,本文对数能一体化网络的各层讨论了几种核心技术,包括物理层、数据链路层协议及联合资源分配、网络层以及数能一体化网络的典型网络应用场景。在各层的介绍中,本文着重于新方向的讨论,而非现有研究工作的简单重述。最后,本文对该领域未来的发展趋势和研究方向作了总结和展望。
This paper introduces a new type of digital and energy integrated wireless communication network, which integrates the independent wireless information transmission and wireless energy transmission in the traditional wireless network, and realizes the cooperation and simultaneous transmission of data and energy. The traditional wireless energy communication focuses on the physical layer, but the digital energy integrated network proposed in this paper emphasizes systematicness, and the corresponding protocols and resource allocation are designed and implemented at each layer of the network. Unlike other renewable energy sources such as wind and solar power, the power source in DEINS, namely the radio frequency (RF) signal from the base station, is not affected by the natural environment and is completely controllable. Digital and energy integration network has great potential in solving the energy efficiency problem of wireless communication system and realizing the energy saving and emission reduction of wireless communication. In this paper, the proposed digital energy integration network is described from two aspects: energy and network. In terms of energy, this paper introduces and analyzes the energy coding, energy model and energy management of digital energy integrated network. In terms of data network, several core technologies, including physical layer, data link layer protocol and joint resource allocation, network layer and typical network application scenarios of digital energy integrated network, are discussed in each layer of log-energy integrated network. In the introduction of each layer, this paper focuses on the discussion of new directions rather than a simple restatement of existing research work. Finally, this paper summarizes and forecasts the development trend and research direction of this field in the future.

为解决配电网小电流接地系统的单相接地故障定位难题,研发了一套基于无线通信的配电网单相接地故障定位系统,该系统主要包括线路测量单元和监控主站2 部分。线路测量单元安装在配电网各主要节点上,监控主站配置在变电站中。该系统通过ZigBee 模块实现单元子节点之间的通信,通过 GPRS 模块实现测量单元与主站的通信,全网通过 GPS 实现同步采样。该系统适用于多种故障定位方法,能够实现电气量同步采集、无线通信、数据存储、状态监测和故障定位等功能。与定位系统相对应,还提出一种“先定段,后定位”的故障定位思想。理论分析、PSCAD 仿真和动模实验验证了该系统和所提故障定位思想的正确性和有效性。
In order to solve the problem of single-phase grounding fault location of low-current grounding system in distribution network, a single-phase grounding fault location system of distribution network based on wireless communication is developed. The system mainly includes line measurement unit and monitoring master station. The line measuring unit is installed on the main nodes of the distribution network, and the main monitoring station is configured in the substation. The system realizes the communication between the sub-nodes of the unit through the ZigBee module, the communication between the measuring unit and the master station through the GPRS module, and the synchronous sampling of the whole network through GPS. The system is suitable for many kinds of fault location methods, and can realize the functions of synchronous electrical data acquisition, wireless communication, data storage, condition monitoring and fault location. Corresponding to the location system, a fault location idea of “segment first, location later” is also proposed. Theoretical analysis, PSCAD simulation and dynamic model experiment verify the correctness and effectiveness of the system and the proposed fault location idea.

The application of high quality pipe inner wall sand-blasting especially suction sand-blasting to the inner wall of long pipe is a difficult problem in surface engineering field. It needs to take the lead in solving the two technical bottlenecks of high efficiency sand-blasting and multi-runner rotary seal. The wind tunnel sand- blasting gun improves the efficiency of suction sand-blasting, the double-flow two- phase flow rotary sealing joint solves the problem of gas and material supply in rotation, and the introduction of scanning mechanism finally realizes the engineering significance of the automatic application of uniform and efficient sand-blasting on the inner wall of long pipe. It provides advanced surface engineering equipment with convenience, environmental protection, high quality and automation for the pretreatment process of pipe inner wall painting, thermal spraying, electroplating and vacuum coating in narrow space.
